‘Habitual juvenile offender’ on ankle monitor carjacked disabled woman at gunpoint, officials say

A teenager labeled a “habitual juvenile offender” by officials was on electronic monitoring when he carjacked a 62-year-old physically handicapped woman at gunpoint in front of her Chicago home last month, according to prosecutors.

Kennedy Leach, 18, has been charged with aggravated vehicular hijacking of a handicapped person in connection with the June 17 incident in the 3500 block of West Congress Parkway. The attack happened around 10:18 a.m., when Leach and an accomplice approached the woman outside her residence and pulled a gun from Leach’s waistband, according to a detention petition filed by prosecutors.

Leach was already on juvenile parole at the time — and he was wearing an ankle monitor, officials said.

After stealing the woman’s 2015 Infiniti SUV, Leach and the accomplice fled the area in both that vehicle and a red Ford Focus, which had been taken at knifepoint two days earlier in the 4200 block of West Gladys, according to a Chicago police arrest report.

Officers later spotted the stolen Infiniti near the 1000 block of South California Avenue and chased two people who ran from the vehicle. They caught Leach, still wearing his ankle monitor, who told officers he was on parole, the report stated.

Judge Deidre Dyer ordered Leach held in custody, calling his juvenile record “extensive” and noting it involved “similar conduct.”
