Public invited to discuss priority unfunded transportation needs

Missouri’s Hannibal. At a future meeting, the Missouri Department of Transportation (MoDOT) is extending an invitation to the public to participate in the conversation on the most important unfunded transportation needs. As MoDOT updates its State Freight and Rail Plan (SFRP) and Long-Range Transportation Plan (LRTP), attendees will also have the opportunity to study material and offer feedback on the state’s freight and rail needs as well as long-range transportation.

MoDOT has identified $1.1 billion in yearly unfunded transportation needs for the system in a draft High Priority Unfunded Needs listing that was developed in collaboration with its regional planning partners. When state and federal transportation funds become available in the future, the list was developed to help direct the development of demands into financed projects.

The public is encouraged to look over the list and offer suggestions regarding the priorities that should receive funding in the future. On Tuesday, August 5, from 4 to 6 p.m., the Missouri Department of Transportation’s northeast district office, located at 1711 South Highway 61, Hannibal, will host a meeting to discuss the draft High Priority Unfunded Needs list as well as the LRTP and SFRP updates in northeast Missouri. MoDOT employees collaborated with regional planning partners around the state to create a list of three-tiered, high-priority, unmet road and bridge requirements totaling $4.7 billion. As federal and state funding levels rise, the $525 million in needs listed in Tier One might be completed during the current five-year Statewide Transportation Improvement Program (STIP). Estimates for these needs are accurate. Tier two, which is valued at $2.2 billion, covers demands with more expansive estimations that go beyond the current STIP timeframe. With more expansive estimates, Tier three covers $1.97 billion in demands that go beyond the current STIP timeline. The list also outlines multi-modal demands worth $1 billion. MoDOT has transferred 20 requirements totaling $321 million from the unfunded needs list to the FY 2026-2030 STIP, which was finalized in July, in collaboration with statewide planning partners.
