Hannibal School District announces administrative appointments for 2025-26 school year

Missouri’s Hannibal. In a news release Thursday morning, the Hannibal School District listed a number of administrative appointments for the next academic year.

The new curriculum and teaching director for the district is Michele McCoy. She was the dean of students and, most recently, the associate principal at Hannibal High School (HHS). Her replacement was announced as Blake Niemann.

Niemann, who has a master’s degree in education, has spent the last 15 years at HHS in a number of positions, most recently as dean of students. The release said that Niemann, who coaches middle school basketball and was selected HHS Teacher of the Year in 2021, is renowned for his consistent leadership and solid bonds with both staff and students.

With 14 years of teaching experience, a master’s degree in primary administration, and a specialized degree in educational leadership, Courtney Mann will take Niemann’s place as HHS dean of students.

Hannibal Middle School has selected Kelsey Whitley as its next assistant principal. She is a specialist in applied behavior analysis and has a master’s degree in administration. After the district announced in November that Eugene Field Elementary would close, Whitley, who has been with the district since 2012, most recently served as the principal of the school, which graduated its last class in May.

A.D. Stowell Elementary’s new principal is Heidi Hansen. According to the statement, Hansen has a special and very personal relationship to the school community because she was a third-generation graduate and her children are presently there.

She joins the position with around ten years of teaching experience, a master’s degree in educational administration, and a specialized degree in administration and superintendency.

Finally, Richard Owsley was appointed Hannibal Middle School’s new dean of students. He joins the position with over 30 years of expertise and a master’s degree in educational administration. Owsley most recently worked at Quincy Junior High School as the athletic director and associate principal.

The statement said, “Hannibal Public Schools is proud to welcome these familiar and new faces into their leadership roles.” Their commitment to the community, employees, and students will support the district’s ongoing development and prosperity.
